President Emmanuel Macron has asked his former prime minister to resume duties as head of government only four days after he left the post, causing a period of high drama and crisis.

Macron declared late on Friday, following gathering all the main parties collectively at the Élysée Palace, except for the representatives of the extremist parties.

His reappointment was unexpected, as he stated on broadcast just 48 hours prior that he was not seeking the position and his “mission is over”.

Doubts remain whether he will be able to form a government, but he will have to hit the ground running. He faces a cut-off on the start of the week to submit financial plans before lawmakers.

Political Challenges and Fiscal Demands

The Élysée confirmed the president had given him the duty of creating a administration, and Macron's entourage indicated he had been given complete freedom to act.

The prime minister, who is one of the president's key supporters, then released a comprehensive announcement on X in which he accepted “out of duty” the mission given to him by the president, to make every effort to provide France with a budget by the December and respond to the everyday problems of our fellow citizens.

Political divisions over how to lower the country's public debt and balance the books have led to the ouster of multiple premiers in the recent period, so his mission is daunting.

The nation's debt recently was close to 114% of national income – the third highest in the currency union – and this year's budget deficit is expected to reach 5.4% of GDP.

The premier said that everyone must contribute the imperative of repairing government accounts. With only 18 months before the end of Macron's presidency, he warned that those in the cabinet would have to delay their political goals.

Governing Without a Majority

What makes it even harder for the prime minister is that he will face a show of support in a parliament where Macron has lacks sufficient support to back him. His public standing reached its lowest point recently, according to research that put his approval rating on just 14%.

The far-right leader of the right-wing group, which was excluded of consultations with party leaders on the end of the week, commented that the decision, by a president out of touch at the Élysée, is a misstep.

They would promptly introduce a challenge against a failing government, whose sole purpose was fear of an election, Bardella added.

Forming Coalitions

The prime minister at least is aware of the challenges in his path as he tries to form a government, because he has already used time this week meeting with parties that might support him.

By themselves, the moderate factions lack a majority, and there are divisions within the traditionalists who have supported the ruling coalition since he lost his majority in recent polls.

So he will look to socialist factions for possible backing.

To gain leftist support, the president's advisors suggested the president was evaluating a pause to part of his highly contentious pension reforms implemented recently which extended working life from 62 to 64.

That fell short of what progressive chiefs hoped for, as they were hoping he would select a prime minister from their camp. The Socialist leader of the leftist party said without assurances, they would offer no support for the premier.

The Communist figure from the Communists commented post-consultation that the left wanted real change, and a leader from the president's centrist camp would not be endorsed by the public.

Environmental party head Marine Tondelier expressed shock Macron had provided few concessions to the left, adding that the situation would deteriorate.
